The Digital Data and Insights group leads, connects, and strengthens MBIE’s core data and insights, digital and technology capabilities.
The Cyber Security Portfolio Manager is responsible for supporting cyber security assurance across a Portfolio of MBIE Business Groups.
The Cyber Security Portfolio Manager is responsible for:
- Providing security assurance and recommendations about key MBIE systems.
- Overseeing Certification and security assurance activities across a Portfolio of Business Groups at MBIE.
- Effectively leading a team of cyber security professionals to get the best security outcomes.
- Tracking security remediations for key MBIE systems.
- Ensuring that business teams engage with the cyber security team to determine appropriate security measures when planning and implementing new business projects.
- Building and maintaining relationships with Business and System Owners across MBIE.
- Interpreting information security concepts and language into business concepts and language.
Ngā herenga – Requirements of the role
Personal specifications
- 10+ years in ICT and Cyber Security related roles
- Proven experience with managing Certification and Accreditation processes.
- Demonstrated understanding of cyber security challenges and threats in multi-hosted cloud environments.
- Good knowledge and wide experience across security disciplines with a good understanding of contemporary best practice principles.
- Proven ability to successfully build the trust and engagement of senior leaders through personal advocacy, vision, drive and working collaboratively with colleagues.
- Proven ability to remain up-to-date on key technical changes and opportunities in their specialist area and proactively use this to continuously improve MBIE services.
- Wide ranging knowledge of Ministry’s needs and obligations across regulatory systems, economic and social drivers, and service delivery to business within complex information technology environment.
- Proven experience in successfully leading and embedding change including processes and team culture.
- Extensive and proven leadership experience including engaging and motivating teams and individuals.
- Significant and successful experience in establishing and building strong working relationships; internal, cross-government, ministerial and advisory boards.
- Proven ability to develop and maintain the trust and credibility with senior leaders and stakeholders.
- Tertiary qualification in a relevant field or extensive comparable experience.
- In depth knowledge of cyber security and NZISM or ISO 19011.
- Must have the legal right to live and work in New Zealand.
- Ability to obtain / maintain a Secret security clearance.
- Credit check required (yes).

Security Certification and Assurance for Systems in Portfolio
- Ensure quality and consistency in advice and practices in their Cyber Security Portfolio.
- Provide specialist consultancy services to MBIE across current and future systems.
- Define and implement effective risk strategies.
- Contribute to the Security Architecture Framework (SAF) including the creation of ICT security policies, standards, guidelines, strategies, and roadmaps.
- Ensure solutions are optimally aligned with the Ministry’s strategic direction and business needs, and government and industry cyber security standards.
Relationship Management
- Provides leadership to ensure sustainable organisational capability, and achievement of efficiency benefits and ongoing improvements in cost effectiveness.
- Support and enable the delivery of priority business outcomes across MBIE business groups.
- Provide change leadership to ensure MBIE continues to evolve in a way that enables it to respond effectively and efficiently to its changing environment.
- Engage with third-party security companies and vendors.
People Leadership
- Create a sense of vision, engages and motivates people to participate and make things happen.
- Anticipate future capability needs across the team, identify gaps in capability and address these through recruitment, development or other actions.
- Establish clear accountabilities, expectations and performance standard with direct reports and ensure regular performance and development conversations occur.

- Acts with honesty and integrity.

- Monitor and adjust work programmes through the agreed processes to enable Cyber Security to adapt to changing circumstances.
