The Stakeholder Engagement Advisor is a key role within the System Engagement team in New Zealand Government Procurement (NZGP) and providing shared services to the Government Property Group (GPG). The System Engagement team leads engagement with stakeholders and is responsible for the processes and approach for stakeholder engagement across NZGP and GPG, producing content and managing communications channels (for example, website).

The Stakeholder Engagement Advisor provides high quality stakeholder engagement advice to teams within NZGP and GPG and supports the delivery of stakeholder communications.

The Stakeholder Engagement Advisor is responsible for maintaining quality and consistency of advice and practice to ensure effective engagement occurs with our diverse range of stakeholders. The role works in partnership with internal and external stakeholders, and subject matter experts to:

  • Develop and produce high-quality communications materials
  • Produce marketing campaigns and communications to support key initiatives
  • Maintain regular internal and external communications for our various channels including web and e-newsletter(s).

The role may also be involved in other projects related to brand, development of communications channel strategy and management plan, development of marketing collateral and campaigns including events to launch key initiatives.

The team also monitors the effectiveness of stakeholder engagement activities to inform the continued relevance of the overarching stakeholder engagement strategies.

The role includes a focus on building relationships with key organisations and individuals, promoting both NZGP and GPG.

  • Must have the legal right to live and work in New Zealand.

Skills and experience

  • Experience in delivering strategic communications and engagement, and in the design and delivery of written media, external and internal communications material.
  • Demonstrated ability to take a proactive approach to stakeholder engagement and developing innovative and creative solutions to achieve stakeholder engagement outcomes.
  • Excellent writing, editing and oral communications skills demonstrating experience in tailoring messages to different audiences.
  • Ability to effectively manage time, lead and manage multiple priorities.
  • Effective management of issues, customer insight and communications in a complex political environment.
  • Demonstrates commercial acumen and credibility, personal or collaborative influence, expectations management, and targeted persuasion to gain cooperation or support, affect change and inspire others.
  • Demonstrated ability to build and maintain constructive and effective relationships at all levels, internally and externally. Seen as a trusted stakeholder engagement advisor within teams and with senior managers.
  • Understanding of government decision-making and operating procedures.
  • Focused on continuous improvement to enhance organisational performance.
  • Strong commitment to ‘make a difference’ through the provision of best practice stakeholder engagement advice.
  • Working knowledge of public sector processes is helpful.
  • Experience managing digital communications channels including website, social media and/or e-newsletter is helpful.
  • Event management and co-ordination is helpful.

Qualifications

  • Tertiary qualification, preferably in a commercial discipline and/or related area (PR, communications, journalism, marketing, commerce).
  • Comparable relevant experience and/or professional development demonstrating relevant qualifications for the role.

Critical success factors

The Stakeholder Engagement Advisor is required to deliver results in the following areas:

  • Contribute to the design, implementation and management of the NZGP and GPG stakeholder engagement strategies, ensuring our stakeholders are well-informed and actively support and contribute to the achievement of the Ministry’s Functional Leadership outcomes.
  • Build a sense of ‘one team’ and a consistent and co-ordinated approach with respect to stakeholder engagement across NZGP and GPG. This includes pro-actively working with teams in an advisory role to deliver effective stakeholder engagement and communication plans for key projects.
  • Contributes to the development of stakeholder engagement and communications tools and templates to support teams within the branch. This includes investigating innovative ways to deliver key messages to our stakeholders, making recommendations and implementing improved processes where practical.
  • Supports and assists other projects relating to brand, stakeholders, and channels as required. This includes on-going improvement of marketing collateral and use of key communication channels.
  • Works with internal subject matter experts, technical teams and/or other members of the branch to implement those strategies and plans.
  • Works with external stakeholders to implement strategies and plans where this will enhance the outcome.
  • Ensures advice and plans take in to account the wider business and strategic context.
  • Develops internal and external communications material. This will include web content, content for marketing collateral and e-newsletters.

Manage constructive working relationships with internal and external stakeholders to enhance understanding and co-operation needed to achieve desired results.

  • Proactively establishes and maintains effective working relationships with key stakeholders.

  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning to the team and wider organisation.

  • Understands the principals of writing good content for the website (a key channel to market) and targeted to different audiences.
