Focus area five: the objective of the work health and safety regulatory system
We are proposing changes to attract and retain migrants with the medium- to long-term skills New Zealand needs. The changes are designed to align with the Immigration Rebalance and give more certainty to migrant workers and their families.
The Government is rebalancing the immigration system to support its plan for a higher-productivity, higher-wage economy.
The Health and Safety at Work Act 2015 is now nearly 10 years old. The Government committed to reforming New Zealand’s health and safety laws and regulations in the ACT – National Coalition Agreement.
MBIE is seeking feedback to inform further advice to the Government on proposed changes to the Skilled Migrant Category residence visa.

During the policy review process, input on the RSE scheme was sought from RSE workers via a survey and in-person group consultation sessions. Input from a series of prior consultation sessions on the development of the Ola Manuia Pacific RSE Health and Wellbeing Framework was also used to support the recommendations of the policy review.
