Engineering Associates Registration Board – Chair

About the Board

The Engineering Associates Registration Board (EARB) is a statutory body established under the Engineering Associates Act 1961 (the Act).

Functions

The EARB is responsible for determining acceptable standards of academic and technical training, experience, responsibility and appropriate technical qualifications necessary for registrations. It is responsible for confirming an applicant’s eligibility for registration, supervising the maintenance of the Register and the issuance of registration certificates and other records. 

Board membership

Membership of the Board

The Board consists of three Ministerial appointees and a member nominated by each association recognised under the Act. There are currently eight members on the Board.

Members of the Board oversee the administration of the Act. A Registrar is appointed by the Board to maintain the Register and to carry out the Board's operational functions.

The Act provides for the registration of individuals, and membership of one of these associations is not compulsory. There are many registered engineering associates (REAs) who are not members of these associations, particularly in the local and national government sectors.

Individual duties of the Chair

Chairing Board meetings, including:

  • Setting the annual Board agenda
  • Ensuring there is sufficient time to cover issues
  • Ensuring the Board receives the information it needs
  • Ensuring that contributions are made by all Board members
  • Assisting discussions towards the emergence of a consensus view
  • Summarising meetings so that everyone understands what has been agreed.

Participate in the recruitment process for new Board members. This may include:

  • Maintaining a view on the desired composition of the Board
  • Considering succession planning for members and Chairperson
  • Supporting Ministers, MBIE and industry stakeholders in appointing and reappointing members.

Collective duties

  • Determining acceptable standards of academic and technical training, experience, responsibility and appropriate technical qualifications necessary for registrations
  • Confirming an applicant’s eligibility for registration
  • Supervising the maintenance of the Register of registered persons, the issuance of registration certificates and other records.

Time commitment and remuneration

Board members will be paid according to the Cabinet Fees Framework. The current daily rate is $583 per day. The Board meets in Wellington approximately four times a year, in-person and by audio visual according to workload. Typically, the time commitment for the Chair role would be up to two day per month spent on Board business.

Travelling allowances and expenses are paid in accordance with the Fees and Travelling Allowances Act 1951.

Specific skills required

A candidate is sought for the Chair role with the below attributes:

  • Proven leadership skills
  • Ability to Chair and manage meetings
  • Understanding of associated engineering trades education and training issues
  • Sound appreciation of the duties and responsibilities associated with a statutory position
  • Knowledge and understanding of the public sector
  • Good appreciation of the role and responsibilities of the Board.

Additional skills, experience and attributes required

Other skills, experience, and attributes required for a Board member are:

  • An ability to constructively discuss issues facing the Board and participate toward a consensus for action
  • Commitment and integrity
  • Interest in the careers of Technician and Technologist Engineers
  • Strong communication skills.

Disclosure of interest

As part of the appointment process, candidates are required to complete a disclosure form. The information that is disclosed by the candidates enables the Minister to know the relevant interests and any conflicts that a person may have in relation to an appointment to an entity. The information is used to assess whether a candidate would be able to contribute effectively to the EARB’s affairs and, where conflicts are identified, to ensure that these can be managed appropriately.
