Tēnei tūranga – About the role
The Intelligence Analyst contributes to the work of MBIE Intelligence and Country Research (MICR). MICR works with MBIE’s customers providing intelligence products. The Intelligence Analyst provides valuable insights about single or cross cutting system impacts, including risks and opportunities in relation to the current and future design and performance of MBIE’s business areas. At a practical level these intelligence products are used by the customer to inform decisions about how to run the business – from compliance and enforcement activities through to reviewing policy settings and understanding MBIE’s strategic priorities for the stewardship of its multiple business areas.
The Intelligence Analyst works in partnership with the customers to refine the intelligence request, to shape the intelligence findings as they are being developed and to ensure they are presented in the most useable way.
Developing intelligence products requires an ability to think conceptually, follow logical lines of enquiry, and synthesise multiple pieces of different kinds of information into a coherent and useful story. The ability for the Intelligence Analyst to ‘join the intelligence dots’ across multiple business areas is critical.
A ‘one team’ view means that all members may contribute to the wide spectrum of MICR’s work as needs and development opportunities require.

Personal specifications
- Sound analytical skills with a problem-solving approach and excellent judgement.
- Strong communication skills, written and oral.
- Strong interpersonal skills and the ability to develop and maintain effective relationships.
- Ability to quickly assimilate new information or areas of work.
- A collaborative and action-oriented approach.
- Ability to adapt within a dynamic environment.
- Good organisational skills, with an ability to prioritise and juggle multiple tasks for a range of customers.
- The ability to gain and maintain a national security clearance as required.
- Must be a NZ citizen or hold a residence class visa (if the role is located in New Zealand).
- Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).
The following skills and experience may be an advantage:
- Experience in a relevant intelligence field.
- Knowledge of security and the management of classified or sensitive information.
- Understanding of MBIE’s economic and social operating environment.
- Knowledge of data analytics.
- Tertiary qualification or comparable relevant experience in intelligence or regulatory enforcement.

Delivery of Intelligence products and services
- Work with the customer to prepare a focused scope for the development of an intelligence product – this element of co-design underpins the customer partnership approach and provides the best opportunity to meet customer needs.
- Identify where, and how best to collect data and information to inform the development of an intelligence product.
- Analyse and evaluate different types of data and information from multiple sources, synthesising this information to produce high quality intelligence products.
- Develop and deliver intelligence products which provide customers with intelligence that supports their requirements and provides input into their decision-making.
- Provide briefings for intelligence and insights – drawing on the intelligence to develop meaningful insights about specific MBIE business area impacts, as well as cross-business area impacts.
- Contribute to discussions about potential business area responses in relation to the intelligence and insights generated.
- Identify opportunities to prepare intelligence products for customers.
- Seek and share feedback from customers on the quality and usefulness of the intelligence.
- Identify patterns of intelligence that could lead to the development of insights across MBIE business areas that can be shared with customers and senior leaders to assist their decision-making about business areas performance and changes.
- Work as one national team, supporting each other to deliver intelligence products.
Relationship Management
- Work in partnership with customer groups throughout the development of the product.
- Develop sufficient knowledge of customer groups to ensure the intelligence meets customer’s needs and reflects the nature of the customer’s operating environment, or multiple customer environments.
- Represent MBIE externally in an effective and professional manner.
