Tēnei tūranga – About the role
The Principal Intelligence Analyst is the analytical and technical intelligence expert for MBIE Intelligence and Country Research (MICR). A deep understanding of intelligence methodologies and the application of intelligence tools is required and allows the Principal to share valuable insights about single or cross cutting MBIE business area impacts, including risks and opportunities in relation to the current and future design of MBIE’s business areas.
The Principal Intelligence Analyst works in partnership with intelligence analysts/the intelligence team to refine MICR’s customers intelligence requests, in order to shape the intelligence findings as they are being developed and to ensure they are presented in the most useable way.
The senior nature of the Principal Intelligence Analyst means there is an expectation to provide technical capability support and mentor Intelligence Analysts and Senior Intelligence Analysts working on more complex, ambiguous and/or sensitive intelligence requests, drawing on broader knowledge and experience to quickly work through the request. There is also an expectation for the Principal Intelligence Analyst to develop training in conjunction with Intelligence Practice and Professional Development. The position is also expected to lead and manage workstreams.
The Principal Intelligence Analyst supports the Manager, Intelligence to provide specialist strategic advice to the MICR Leadership Team and wider Data, Insights and Intelligence Leadership Team to support the strategic direction of the group and MBIE.
A ‘one team’ view means that all members may contribute to the wide spectrum of MICR’s work as needs and development opportunities require.

Personal specifications
- An experienced analyst, with tenure and considerable experience as a senior intelligence analyst, ideally in a regulatory environment.
- Proven mentoring and leadership skills.
- Strong analytical skills with a problem-solving approach and excellent judgement.
- Excellent communication skills, written and oral, and presentation skills.
- Strong interpersonal skills and the ability to develop and maintain effective relationships.
- Ability to quickly assimilate new information or areas of work.
- Knowledge of security and the management of classified or sensitive information.
- A collaborative and action-oriented approach.
- Ability to adapt within a dynamic environment.
- The ability to gain and maintain a national security clearance as required.
- Must be a NZ citizen or hold a residence class visa (if the role is located in New Zealand).
- Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).
The following skills and experience may be an advantage:
- A tertiary qualification or comparable relevant work experience
- An understanding of MBIE would be an advantage
- Understanding of MBIE’s political, economic and social operating environment is advantageous.

Delivery of intelligence products and services
- Oversees the production of high-quality analytical products with a logical flow and valid arguments.
- Produces and delivers strategic intelligence products.
- Responsible for ensuring intelligence opportunities are aligned to business customer strategic intent.
- Provides oversight and assurance of intelligence product quality to ensure intelligence provided is fit for purpose and supports customer business requirements in a manner that contributes to their decision-making processes.
- Provide technical advice to customers and analysts to ensure terms of references for intelligence requests are completed. This element of co-design underpins the customer partnership approach and provides the best opportunity to meet customer needs.
- Pro-actively champions and contributes to a culture of collection ensuring intelligence standards of analysis are applied to the different types of data and information available from multiple sources.
- Initiates and lead discussions with customers from proactive identification of potential system issues.
- Support and mentor MICR team members on the provision of briefings for intelligence and insights – drawing on the intelligence to develop meaningful insights about specific MBIE business area impacts, as well as cross- business area impacts.
- Work as one national team, supporting each other to deliver intelligence products and briefings.
- Excellent knowledge and experience in handling sensitive information and documentation in a secure environment.
- Responsible for product sign off as directed or required by the Intelligence Manager.
Relationship Management
- Responsible for proactively eliciting and assessing feedback from customers regarding the quality and usefulness of intelligence products to ensure the MICR learns through capturing customer engagement and feedback in a manner that refines collection and subsequence analysis.
- Actively encourage and support MICR team members to work in partnership with customer groups throughout the development of the intelligence products.
- Champions a culture of education and continuous improvement between MICR and customer interactions and processes.
- Develop and maintain good knowledge of customer groups and relay this to MICR team members to ensure intelligence products to ensure products resonate with MICR customers and reflect the nature of the customer’s operating environment.
- Enhances customer and stakeholder relationships to support MICR objectives through mentoring and supporting analysts in their day-to-day interactions with internal customers and other agencies to enhance, build, and support relationships.
- Ensure effective and continual communication with key agencies and within the MICR to continually develop sharing of information that could inform MICR work e.g., requests to the broader intelligence community.
- Confidently and regularly represent MBIE externally, doing so in an effective and professional manner.
Sharing intelligence expertise
- Provide thorough technical review of intelligence products.
- Provide sound advice around the more complex, ambiguous and sensitive assignments.
- Proactively supports the Intelligence Manager by being the primary technical go to person for the analysts’ day to day work streams.
- Provide advice and insights to Intelligence Practice and Professional Development to contribute to the MICR learning and development framework
- Leads and develops the peer review process for the MICR in conjunction with Intelligence Practice and Professional Development.
- Proactively and consistently leads and contributes to the continuous improvement of MICR services, processes and techniques for preparing useful and meaningful intelligence in conjunction with Manager IPPD, Intelligence Lead and Managers within MICR.
- Actively mentors to drive continuous improvement and technical development of the team.
- Effectively and constructively coaches and mentors MICR team members as part of MICR’s broader technical capability development and culture of sharing intelligence expertise.
- Coaches MICR team members on where, and how best to collect and evaluate data and information to inform the development of intelligence products.
- Proactively identify opportunities that develop professional technical skills of MICR team members and actively involve themselves in interagency training.
