Tēnei tūranga – About the role
The Government Property Office is accountable for the strategic leadership of the government’s office accommodation portfolio and provisioning for the centralisation of components of the government’s property function. The Government Property Office is also responsible for delivering on MBIE's own property strategy as well as providing high-quality property management services to MBIE.
The government’s office accommodation portfolio is significant, encompassing circa 1,000,000 sqm of office space and a rental spend of circa $330 million per year across 73 agencies, including Crown Agents. MBIE is an agency with a significant property portfolio (about 10% of the government’s footprint), encompassing both office and non-office sites, across New Zealand and offshore. .
The Senior Data and Insights Analyst reports to the Lead Advisor Property Information and Performance within the Government Property Office. The Senior Data and Insight Analyst undertakes information gathering, data management, reporting and analysis functions to ensure that insights are gained. These insights can be used to inform the strategic direction and operations and assist the branch, MBIE and Property System with stakeholder initiatives.
The role holder brings a strong business perspective and clear understanding of the value that efficient and effective exploitation of data and information assets brings to an organisation. Identifying opportunities for innovation in reporting and analytics capability by keeping abreast of developments within the IT industry and other parts of MBIE. Demonstrating effective practice by applying MBIE’s data governance policies and procedures.
Understanding the importance of data integrity and security, the role holder provides expert support and guidance across the branch and supports the Lead Advisor Property Information and Performance in delivering the over-arching Branch approach to data management, reporting, analysis and information by ensuring the use of the appropriate analytical tools. The role meets the requirements for corporate, Ministerial, agency and internal reporting.

Personal specifications
- 3+ years’ experience working with Business Intelligence and analytical tools, principles, methodologies along with a demonstrated commitment to developing and maintaining specialist skills and knowledge in the area.
- Highly developed analytical and conceptual thinking ability.
- Considerable analytical experience using complex and disparate information to deliver insights and trends.
- Relevant Tertiary qualification or comparable relevant experience and/or professional development demonstrating qualifications for the role.
- Ability to translate information and analysis into outputs which are readily interpreted by operational areas.
- Significant experience in data analysis, data quality management, data visualisation and data governance frameworks. Demonstrated ability to gather, manipulate, analyse data, and generate appropriate reports in a timely manner. With Strong understanding of transactional and reporting databases and Data warehouses.
- Excellent written and oral presentation skills. The ability to synthesise business, policy and technical issues and present them with simplicity and clarity that can be understood by a range of audiences.
- Excellent interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations and targeted persuasion.
- High degree of political nous and a strong working knowledge of the machinery of government
- Considerable experience in dealing with ambiguity in a complex and dynamic environment.
- Experience working in projects and continuous improvement initiatives.
- Comprehensive knowledge and experience of:
- Analytical tools including R, Power BI and SQL or equivalent,
- Ability to interpret and create data documentation including dictionaries, report catalogues and models. Microsoft Office suite of programmes including advanced Excel,
- Microsoft Dynamics CRM.
- Must have the legal right to live and work in New Zealand.

Ensure that insights and information gained from data are available to inform the strategic direction of the Government Property Office
- Insights are gained from data and are available to inform the strategic direction of the branch, support business decisions and to assist with MBIE and System impact initiatives.
- The required creating, storage, use, sharing, archiving and destruction of information are in a manner compliant with MBIE’s strategies, policies, obligations, and in a way that minimises the burden on stakeholders, maintains security and adds value.
- Data, reporting and analysis requirements are managed, to ensure the retention and delivery of insights and information that meets customer expectations.
- Data and information is gathered, analysed and reported from a range of sources and formats, and provide the foundation for evidence based insights and decision making.
- Data collected is validated, verified and quality controlled, reports and analysis meet quality standards.
- The required methods for data collection, recovery, storage, and frequency are in a manner compliant with MBIE polices, protocols and obligations.
- In conjunction with the Lead Advisor, opportunities and risks are identified.
- Information, processes and methods are continuously improved.
- Complex data is interpreted and points of interest, areas of opportunity and trends are highlighted.
- Manage reporting and analysis suites ensuring:
- Insights are easily digestible and customer centric,
- Insights are accurate, complete and timely,
- Assumptions and caveats are clear and concise,
- Documentation and processes are accurate, up to date and easy to follow.
- Reports and processes are automated where possible to minimise manual handling and errors.

- Develops and maintains cooperative, partnering relationships with teams across the branch and external key stakeholders using highly developed influencing, negotiation and collaboration skills and experience.
- Effectively manages conflict by focussing on meeting customers’ needs and identifying opportunities for resolution.
- Engages with stakeholders in a professional manner that provides a strong level of confidence.
- Builds collaborative relationships with teams across MBIE and can demonstrate added value to the deliverables of various teams.
- Represents MBIE views and protects its reputation in any external interactions.
Delivery of quality outcomes
- Analytical tools are utilised and promoted to enable the branch to become self-sufficient in reporting which satisfies MBIE requirements for corporate, Ministerial, agency and internal reporting.
- Data collected from agencies is turned into information and insights, which adds value for the branch, MBIE and stakeholders.
- Systems and processes are enhanced to ensure that operational outputs for the branch are reported on in an efficient and effective manner.
- Displays commitment to a data driven culture by supporting the branch teams become more self-sufficient and capable with data, reporting and analysis.
- Provide Technical Expertise.
- Provide oversight or act as a mentor for other employees within the Government Property Office or wider MBIE to ensure we are using data, reporting and analysis methods efficiently and consistently.
