Business Registries (NZ Companies Office) is a sub-branch of the Market Integrity Branch of Te Whakatairanga Service Delivery Group, MBIE. Business Registries is the authoritative source of information about a variety of entities, securities over personal property, and financial products. We are the guardians of New Zealand's core business information through the Companies and NZBN register and play a crucial role in building trust and confidence in our economy, helping to make New Zealand a place where doing business is easy, transparent and fair.

The Senior Investigator Business Registries will have responsibility and accountability for undertaking investigative work primarily on behalf of the Registrar of Companies (Business Registries) and the Official Assignee of New Zealand (Insolvency and Trustee Service). They will actively contribute to the overall compliance and enforcement strategy of both Business Registries and the Insolvency and Trustee Service, and work in partnership with their manager and colleagues to achieve objectives.

The Senior Investigator is also responsible for ensuring quality and consistency of advice and practices in relation to their contribution to the team’s work. They will bring with them strong interpersonal skills and ability to work positively and cooperatively within a team.

Personal specifications

  • Experience in leading, planning and / or undertaking complex criminal investigations and prosecutions, both independently and in a team environment.
  • Demonstrated sound understanding of New Zealand legislation, particularly the Companies, Insolvency, Privacy and Official Information Acts.
  • Familiarity with the offence provisions of the Retirement Villages Act, the Patents Act, the Copyright Act, the Trademarks Act and the Consumer Credits Act
  • Sound knowledge of the legislation governing prosecution processes, e.g. Solicitor-General’s Enforcement Guidelines, Criminal Procedures Act, New Zealand Bill of Rights Act, Evidence Act.
  • Demonstrated planning and organising skills, including ability to maintain performance when under pressure, critical assessment of workflows, and appropriate prioritising of work.
  • Experience in delivering high quality files and reports within prescribed timeframes or other constraints.
  • A demonstrated commitment to self-management and continuous improvement.
  • Excellent communication skills and ability to identify and manage risk.
  • Ability to support complainants and witnesses throughout the investigation and prosecution process.
  • Willingly shares knowledge and expertise, both within the team and with others in the wider organisation.
  • Welcomes feedback and is receptive to input from others.
  • Acts with honesty and integrity.
  • An analytical thinker with planning and organising skills including the ability to maintain a high level of performance when under pressure.
  • A demonstrated ability to develop and maintain positive working relationships at any level, including developing trust and credibility with managers and staff.
  • Tertiary qualification, preferably in law enforcement or related field, and/or proven relevant experience in criminal investigation and prosecution related work.
  • Work onsite with rest of the Investigations and Compliance team a minimum of 3 days a week.

Contributing to the day-to-day work of the team

  • Using investigative knowledge and experience to assist in the development of an initial investigation plan for each case, with specific reference to identifying and securing relevant evidence, and then progress each investigation – adapting the plan as information is received and analysed.
  • Working closely with managers to execute the investigation plan and achieve the most appropriate investigative outcome on every case.
  • Lead investigations, interviews, reporting on investigation progress, and providing input to relevant reports in relation to offending against the Companies and Insolvency Acts, as well as any other legislation the Investigations and Compliance Team has investigative responsibility for.
  • Prepare, assist, oversee complex prosecution files to the highest standards required, giving evidence objectively and professionally in court, and assisting with the preparation and management of witnesses and exhibits as and when required.
  • Accountability for the quality of work delivered, by ensuring quality assurance and controls in line with best practice are defined and applied from the outset of an investigation including coaching and mentoring investigators to attain the highest standards required.
  • Delivery of investigation services, products and programmes to the highest standards required that actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services.
  • Develops effective working relationships with other MBIE managers and colleagues in order to transfer knowledge and learning from the team to the wider organisation.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.
