Tēnei tūranga – About the role
The Māori Strategic Partnerships Team is responsible for providing assurance support with respect to the commitments between MBIE (Ministry of Business, Innovation and Employment) and the respective treaty entities and MBIE’s responsibilities to the partnerships.
The Senior Partnership Advisor is responsible for contributing to the planning of the Treaty Partnerships and Assurance work programme, the co-ordination and monitoring of its implementation and leading the delivery of some of its components. The Senior Partnership Advisor will be expected to develop and maintain a strong understanding of the range of MBIE’s partnerships with Māori and MBIE‘s operational and policy context (as well as the wider Government context) that surround them. The Senior Partnership Advisor will work across MBIE, collaborating and supporting operational and policy teams that have partnership responsibilities.
The Māori Strategic Partnerships Team sits within the Te Kupenga Māori Economic Policy and Strategic Partnerships branch which is responsible for providing assurance to the Secretary and Senior Leadership Team that MBIE is meeting its Treaty obligations and is coordinated in our approach to partnering with iwi/Māori. The branch works across MBIE and closely with the Mātauranga Māori Team.

Personal specifications
- Proven interpersonal skills with the ability to engage and build relationships with diverse stakeholders and establish credibility with senior leaders.
- Ability to navigate and maintain important collaborative relationships and partnerships with Iwi Māori, sector stakeholders, and partners across MBIE and other New Zealand Government agencies and service providers are critical to your success.
- Demonstrated understanding and/or the applications of the principles of the Treaty and the obligations of the Crown under its provisions.
- Experience in working with Māori and/ or in relationship roles.
- Your ability to manage a portfolio of commitments as part of the Treaty partnerships and assurance programme.
- Demonstrated ability to communicate effectively both verbally and in writing and the ability to communicate Māori perspectives with a wide range of people at all levels, both internal and external to MBIE.
- Ability to quickly assimilate new information or areas of work.
- Ability to think and act strategically; can identify and assess risk, provide strategic advice, anticipate consequences and a way forward.

Key deliverables/functions
- Manages relationships as part of the Treaty Partnerships and Assurance work programme.
- Assists in the design and delivery of methods for better information collection, analysis, and sharing.
- Manages MBIE attendance to a variety of forums and groups, including build on existing partnerships and with an understanding and careful handling establish new ones.
- Develops effective working relationships with other New Zealand government agencies to coordinate activity in context of cross-agency collaboration to giving effect to treaty partnerships.
- Works closely with the Matauranga Māori team to ensure that all partnership activity is tracked and co-ordinated.
- Be able to pivot across the above priorities as critical relationship issues are brought to the team’s attention which require a rapid response.
Relationship Management
- Effectively build and maintain strong professional relationships within within Hīkina Whakatutuki.
- Establish clear objectives and a relationship plan for each relationship in your portfolio.
- Maintain an overview of key developments and initiatives that may affect relationships and the achievement of outcomes.
- Act as a point of contact and referral for partner groups.
- Monitor the health and effectiveness of relationships.
- Coach and support colleagues, imparting knowledge in a way that ensures a positive work environment.
Process management and facilitation
- Manage development of commitment agreements.
- Work alongside the Team Leader Treaty and Partnerships on the development, management and delivery of programmes.
- Lead the preparation and delivery of relevant materials that support the arrangements.
- Regularly monitor and report on progress towards achievement of plans and strategies.
- Manage various projects as required.
Problem solving and the management of specific issues and risks
- Proactive, systematic identification and management of related issues and risks.
- Identification and implementation of creative solutions to issues.
- Systematically provide feedback to, and receive feedback from, the rest of the Ministry on key issues during the course of the arrangements.
