Tēnei tūranga – About the role
The Senior Advisor Emergency Management is a specialist position in MBIE, based in Auckland. The role provides subject matter expertise and assistance to:
- develop and implement MBIE’s business continuity, incident management and emergency preparedness framework in Auckland including:
- managing, championing and leading incident management and business continuity projects and initiatives
- providing specialist advice and guidance to all areas of the Ministry to ensure business continuity arrangements sustain the delivery of critical functions through periods of business disruption
- enhancing the capability of the Ministry to respond to disruption through training, exercising and general awareness raising; and
- ensuring the continuous improvement of arrangements.
- coordinate MBIE’s engagement within the National Security System (NSS) arrangements in Auckland, including leading the development and implementation of plans and arrangements to meet AoG expectations on MBIE.

Personal specifications
- Extensive experience in emergency and incident management and business continuity planning including certification and/or training in this area e.g. CBCI, CIMS training, EM qualification
- Superior relationship management, influencing and problem resolution skills
- Sound understanding of New Zealand’s National Security System
- Demonstrable experience of managing significant programmes of work
- Excellent oral and written communication skills, including a demonstrated ability to think analytically about issues and express ideas clearly
- Well-developed interpersonal skills and the ability to work at all levels within the organisation including with senior management
- Ability to balance working in a team environment with the need to operate independently and with autonomy when necessary
- Time management and ability to prioritise
- Experience in developing relationships and networks
- Must have the legal right to live and work in New Zealand.
- The ability to obtain and maintain a national security clearance at Secret level.

Takohanga tuhinga o mua – Key accountabilities and deliverables
Emergency management and business continuity preparedness
- Utilise a high standard of business continuity, incident management and emergency preparedness practitioner skills to develop, implement and maintain national initiatives
- Maintain, and where appropriate enhance current systems, reporting and processes to lift preparedness standards to best practice.
- Work with the business to ensure that new services or significant changes to business processes include appropriate business continuity and incident management arrangements
- Provide advice and support to Auckland senior leadership including the default Incident Controllers, Incident Management team and response teams during an event or incident
- Maintain MBIE readiness in Auckland to respond to incidents, including identifying Incident Management Team members, identifying training needs, maintenance of the EOC room
- Contribute towards the continuous improvement of the immediate team and the Branch’s services
- Consistently exhibit a high standard of personal health and safety and wellbeing behaviour
- Represent the Ministry in a variety of forums, as and when agreed.
All of Government Coordination
- Provides leadership and coordination for MBIE participation in AoG related activities in Auckland including committees, steering groups and working groups.
- Increases the knowledge, competency and understanding of MBIE staff who are involved in and engage with the National Security System and All of Government activities
- Manages relationships across MBIE and externally ensuring effective flow of information.
- Manages risks alerting the responsible manager, the Lead Advisor NSS, the Head of Emergency Management and the General Manager Workplace (as appropriate) on a regular and consistent basis and provides appropriate contingencies and actions to minimise risk.
- Provides advice and support to senior leadership team members and response teams during an event or incident.
Strategic planning
- Support the National Manager Emergency Management (Auckland) in identifying short, medium and long term strategies primarily in Auckland for the Ministry to develop its incident management and business continuity programme and performance, including:
- its approach to establishing assurance and ensuring continuous improvement of arrangements
- producing an annual work programme
- Consult across the Ministry to gain input into the identification and prioritisation of initiatives/projects to be undertaken in business continuity and incident management preparedness and to incorporate this into the annual team business plan
Wellbeing, health and safety
- Displays commitment through actively supporting all safety and wellbeing initiatives.
- Ensures own and others safety at all times.
- Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
- Reports all incidents/accidents, including near misses in a timely fashion.
- Is involved in health and safety through participation and consultation.
