The Programme Manager will provide:

  • Programme management of key programmes of work, working directly in support of the manager responsible for delivery of a programme;
  • Project management of complex projects where required;
  • Planning advice and support for managers and project leads – for example, on the preparation of high quality project initiation and planning documents.

Personal specifications

  • A comprehensive understanding of the Public Sector environment and a demonstrated understanding of policy and regulatory processes, including Government decision-making and operating procedures.
  • Strong project management skills and a high level of knowledge of Programme and project management disciplines and proven delivery in a public policy/regulatory environment.
  • An ability to think strategically and analytically, and translate ideas and concepts into concrete actions.
  • Effective at managing Business change within MBIE and also for building-sector stakeholders.
  • Strong stakeholder engagement / management skills.
  • Credible in front of the Minister and senior management.
  • Knowledge of the Building sector an advantage
  • Ability to identify and appropriately manage risk.
  • Ability to quickly establish and build strong working relationships, including with senior managers.
  • Flexibility to adapt within a fast moving environment.
  • Ability to assimilate new information or areas of work.
  • Excellent communication skills, and strong facilitation skills.

Qualifications

  • A tertiary degree in a relevant field is highly desirable.
  • A professional qualification in programme and/or project management.
  • Must have the legal right to live and work in New Zealand.

Delivers quality results which contribute to the Ministry's outcomes

  • Change is delivered successfully for BSP Programmes and projects. This will include managing Business change that impacts internal and external stakeholders, changes to the Building code and other changes to improve the effectiveness of the Building System.
  • Higher quality of Project Leadership from managers and project leads that are trained, coached or mentored by the Programme Manager.
  • The Building System Performance work programme is aligned with a set of agreed strategic objectives and priorities.

Manage constructive working relationships with work colleagues and external stakeholders to enhance understanding and co-operation needed to achieve desired results

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE's outcomes.
  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation.
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services.
  • Represents whole-of-Ministry views and protects its reputation in any external interactions.

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
