Tēnei tūranga – About the role
The Data Analyst is a team member position in the Business Performance group of the Immigration Design and Assurance Branch. In this role, you will leverage data to drive business solutions, design and develop top-quality dashboards and deliver reports to inform decision-making. You will deliver meaningful data output, aligned to requirements, be it a data extract, a new business report or an existing report along with clearly communicating findings to stakeholders in a timely fashion. The Data Analyst undertakes analysis using specialist methods and tools; participates in development of innovative, practical and durable evaluation and special programmes (including through engagement with stakeholders) to contribute to the success of the Performance and Reporting team within Immigration New Zealand.
The Data Analyst supports Immigration branches and other business units, as required, with data and reporting to inform and answer:
- Decision-making across the Immigration System
- Parliamentary Questions (PQs)
- Official Information Act requests (OIAs)
- Media query responses
- Performance reporting framework dashboard and insights development
- Process changes and improvement initiatives
- Forecasting.
The Data Analyst manages data projects and works collaboratively with other analysts, subject matter experts and stakeholders across MBIE to provide accurate data products within agreed timeframes. The Data Analyst is responsible for ensuring quality and consistency of advice and practices in relation to their contribution to the team’s work.
They will also contribute to large-medium complexity projects where others may have the accountability for the delivery of outputs.

Personal specifications
- Tertiary qualification in a relevant subject or comparable relevant experience (minimum 2 years’ experience)
- Strong logical reasoning skills and the ability to analyse information objectively, evaluate its credibility and discern relevant from irrelevant data.
- Identify biases, spot data inconsistences, draw logical conclusions from data and make informed decisions.
- Strong ability to define relevant data goals and questions, select and use appropriate data sources and methods, interpret and analyse data with accuracy and logic.
- Excellent numeracy skills of probability and statistics to support data analysis and present information in a logical manner.
- Understands and is able to select, adapt and use a range of up-to-date data sources, principles, tools and methods and can draw on experience in different domains to apply them appropriately to given issues.
- Strong knowledge and experience of data toolsets such as SQL databases, SAS Enterprise Guide, R, PowerBI, or equivalent BI tool, and MS Excel.
- Excellent written and oral communication skills including experience shaping messages for different audiences.
- Demonstrate initiative, sound judgement, accuracy and a sense of urgency when responding to requests.

Data analysis
Delivers quality analysis and reporting results which contribute to the Ministry’s outcomes
- Cleans, links, integrates and transforms data activity.
- Undertakes complex statistical and pattern analysis.
- Identifies, prepares, and oversees the implementation of data mining algorithms.
- Develops and maintains business metrics on INZ performance, and applies data analysis techniques to investigate priority business issues.
- Applies appropriate analytical and research methodologies.
- Proactively engages with clients and stakeholders to shape information requests and projects, including in developing of viable options; analysis and evaluation, and monitoring and reviewing processes.
- Contributes to or supports others in the development of policy advice and the provision of briefings (oral or written) on policy and research issues for INZ, MBIE, Ministers, Cabinet, Parliamentary Select Committees and other stakeholders (such as external agencies).
- Applies advanced system, strategic and critical thinking, clear and logical reasoning and sound judgement to analyse evidence and issues.
- Identifies additional analytical techniques and tools to enhance the identification and generation of insights.
- Demonstrates a structured and pragmatic approach to analysis, including working with stakeholders to interpret and validate the results.
- Provides knowledge management and business analysis services, monitoring, evaluating and reporting on outcomes trends, issues and challenges.
- Provides input and advice to Immigration Leadership Team on end to end business process to ensure greatest efficiency and effectiveness.
- Helps develop and implement monitoring processes to assess the effectiveness and performance analytics interventions.
- Reports on data analysis findings and change initiative effectiveness and performance at regular intervals.
- Demonstrates an understanding of sensitivity of information including dissemination, security and handling.
- Delivers information in formal reports and presents verbally in briefings.
- Contributes to measurement frameworks and methodologies that can demonstrate the value of advanced analytics to the department.
- Plans and coordiantes analytical process and manages and delivers projects.
- Actively and independently plans and manages own projects and workload.
