The Corporate and Digital Shared Services (CDSS) group leads, connects and strengthens MBIE's core data and insights, digital and technology capabilities. The Data, Insights and Intelligence (DII) branch sits within Corporate and Digital Shared Services.

The Principal Advisor, Demand Management uses their engagement techniques, leadership skills and technical knowledge to lead and coordinate the commissioning and prioritisation of complex data initiatives and requests. The position is focused on understanding data product and service demand and supporting customers’ data needs and objectives, so that data solutions can be described and sized for prioritisation and delivery. The role actively connects those involved in developing solutions and monitors the progression of commissioned data initiatives, reporting on and providing customers with a single point of contact for updates. The Principal Advisor, Demand Management ensures that data products and services are fit for purpose, fulfil customer need, and provide a modern approach to data management, analysis, intelligence and insights needs or other customer requirements.

As well as developing sound relationships with customers, the Principal Advisor, Demand Management will understand MBIE’s data platforms and systems, and how data products and services are developed and their readiness, utilising various cross functional data and ICT functions with MBIE. They will have a knowledge of the standards and requirements that apply to a robust commissioning process and how data initiatives value and impact can be sized for prioritisation purposes and governance consideration.

The Principal Advisor, Demand Management will take the lead on a range of data initiatives, providing input on continuous improvement of products, services and processes; provides coaching and mentoring of others across the team, and wider DII.

Personal specifications

  • Strong project management skills and proven experience in leading delivery in a public policy/regulatory environment.
  • Experience in understanding customer needs in alignment to strategy and assessing multiple needs and demands against each other.
  • Understanding of the public sector environment and its policy and regulatory processes, including Government decision-making and operating procedures.
  • Clear communication skills and strong facilitation skills.
  • Experience working with diverse internal stakeholder groups to develop and implement customer centric solutions to meet business needs.
  • Quickly establishes and builds strong working relationships and to develop trust and credibility with senior managers, staff and other internal stakeholders.
  • A proactive, ‘can-do’ attitude with a high level of initiative, sound judgement and discretion.
  • Exceptional teamwork and collaborative abilities and a willingness to share knowledge and expertise with others.
  • Remains current on key technical changes and opportunities in a subject matter area and proactively use this to continuously improve MBIE services.
  • Successfully builds the trust and engagement of leaders through personal advocacy, vision, drive and working collaboratively with colleagues.
  • Thinks strategically and creatively to form an overview and solve problems.
  • Proven leadership experience including engaging and motivating teams and individuals. 
  • Absorbs complex information and communicates effectively at all levels to both technical and non-technical audiences.
  • Ensure the application, integration and use of Te ao Māori and Te ao Māori practices in the work of the Branch and as such MBIE; Tikanga, Te Reo and an appreciation of the Treaty of Waitangi, Te Tiriti and the Treaty Principles.

Qualifications

  • A tertiary qualification in a relevant field or comparable experience. 

Requirements

  • You must have the legal right to live and work in New Zealand and be able to satisfy the Ministry’s security clearance requirements.

Programme management

  • Builds and maintains effective working relationships and fosters engagement across MBIE for the teams success.
  • Ensures a consistently high-level of commissioning, reporting and planning, based on sound stakeholder and demand management across the engagement portfolio.
  • Provides quality information and reporting on the progress of all work activity to the Demand and Engagement Manager and other strategic governance groups where relevant.
  • Is the point of escalation for stakeholders where they cannot resolve issues and can recognise when those issues need to be elevated to the manager and/or governance. Regularly monitor and report on progress towards achievement of plans and strategies. 
  • Effectively and proactively identify and manage issues and risks; build continuous review and improvement throughout all elements of CDSS operations.

  • Experience in leading concurrent pieces of work, actively planning and managing the workload.

  • Engages and motivates others to succeed and develop, and proactively share knowledge and ideas.

  • Support the strategic development of the branch’s work programme to align with and support MBIE’s strategic direction and adopt a business-like and customer centric culture.
  • Support all organisational development activities, modelling expected behaviours to managers and staff to create healthy workplace culture and engaged workforce.
