Tēnei tūranga – About the role

As an Advisor, you will support the overall capability of the Data Strategy and Knowledge (DSK) branch to lift the data and insights maturity and capability of MBIE.

You will be responsible for contributing to tasks and projects to solve MBIE-wide challenges, providing advice and guidance to teams and stakeholders on data and insights capability, and supporting cross-agency work and partnerships.

Role specific competencies

Knowledge and experience in one or more of the following professional areas:

  • Data and information management including data governance and stewardship, digital systems design, content management, regulatory requirements.
  • Data analysis including solving complex problems with efficient and reproducible analytics; statistical/econometric modelling; data visualisation.
  • Research methods including qualitative and quantitative methods, ethics, survey management, managing outsourced experts, using the New Zealand Integrated Data Infrastructure.
  • Proven interest in the evolving data system and the role of data-enabled insights.

Personal specifications

  • Ability to introduce new ways of looking at problems and adopt creative new approaches.
  • Ability to develop strong working relationships and to foster trust and credibility with diverse stakeholders.
  • A proactive, can-do attitude with a high level of initiative, sound judgement and discretion.
  • Sound understanding of Crown responsibilities under te Tiriti o Waitangi, and knowledge of te reo Māori me ōna tikanga.
  • Previous public sector experience is preferred but not essential.
  • Exceptional teamwork and collaborative abilities and a willingness to share knowledge and expertise with others.

Qualification

  • Relevant tertiary qualification in data science, information management or a related area (desirable).

Requirements

  • Must have the legal right to live and work in New Zealand.

Core activities and tasks

  • Provides support for solutions to MBIE-wide challenges, including supporting the implementation of strategies and governance for data and insights across MBIE.
  • Contributes to or supports initiatives and programmes of work that enhance MBIE’s data and insights capability.
  • Contributes to development and implementation of frameworks and standards to improve data and insights quality, consistency and relevance across MBIE.
  • Supports uplift in the confidence, competence and collaboration of data stewards, custodians and business owners across MBIE.
  • Supports development of data and analytical capability by practitioners across MBIE through development of frameworks, delivery of guidance and support for communities of practice.
  • Promotes and monitors the availability and use of data and insights by internal and external decision makers and customers.
  • Supports open data activity and integrity of data practice to enable MBIE to support Government’s commitments.
  • Efficiently responds to and works with cross government data system related initiatives and policies.
  • Provides critical and analytical thinking to understand and address problems and identify solutions.
  • Scans the horizon for risks, relevant issues and opportunities to increase MBIE’s data and insights capability, and supports continuous improvement and innovation.

  • Works with direction and guidance on what is required and with supervision on new, difficult or unusual assignments.
  • Plans and coordinates process, and manages and delivers Data and Insights Strategy tasks and projects.
  • Actively and independently plans and managers own projects and work load.

Relationship management

  • Maintains relationships across a variety of MBIE functions and teams.
  • Draws upon multiple relationships to exchange ideas, resources and know how.
  • Actively seeks to build and maintain a network of contacts.

Capability development

  • Takes responsibility for own professional development, working with manager, to seek opportunities to learn.
  • Supports less experienced colleagues, and may act as a coach and share knowledge and skills. May review data and insights work, provide quality control.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
