Tēnei tūranga – About the role

The Senior Advisor, Research Science and Innovation (RSI) Performance and Investment reports to the Manager, RSI, Performance and Investment. This position is expected to provide analysis and advice on the performance of relevant Crown entities/Crown Research Institutes, particularly supporting the annual accountability cycle.
The Senior Advisor RSI Performance and Investment is also responsible for undertaking analysis of major capital investments proposed by Crown entities and supporting the development of advice as required. This position will become familiar with a number of Crown entities, and this may change over time.

Personal specifications
- Has demonstrated experience in relation to financial analysis for business performance and commercial experience is desirable.
- Has a thorough understanding of public policy processes.
- Has experience delivering high quality advice with little supervision.
- Writes coherently and with clarity on complex issues.
- Good general problem identification and solution skills.
- Has led significant projects independently and had some experience briefing Ministers and Cabinet/Select Committees.
- Sound understanding of New Zealand issues, policies and systems in a number of areas relevant to MBIE.
- Experienced in using a range of alternative analytical techniques appropriately. Experience in using PowerBI an advantage.
- Credible, respected relationships with diverse stakeholders, including senior managers, managers, team members, staff in partner agencies and key external stakeholders and opinion leaders.
- Ability to coach and mentor others by sharing their own experience and helping to challenge thinking.
- Ability to conduct sound peer review to ensure quality, validity, accuracy and consistency.
- Demonstrates understanding of current government policy and community views on the Treaty of Waitangi and the implications for policy development and delivery.
- Can flexibly respond to changes in priorities and demands for work and undertakes effective risk management.

Specific to this role
- Provide support and expert technical advice to support the development of outcomes, performance measures, letters of expectation.
- Support performance monitoring of Crown entities through analysis and advice on regular reporting and accountability documents.
- Coordinate internal reporting required for performance monitoring purposes.
- Provide high-level analysis of proposals, and indicative and detailed business cases for Crown entity proposals and/or indicative and detailed business cases for major capital investments or other transactions.
- Support financial monitoring of projects through implementation as required.
