Tēnei tūranga – About the role
Effectively managing risk and providing the appropriate assurance is becoming imperative to MBIE and Internal
Assurance is a key component of an effective three lines of defence risk management model.
The Assurance Advisor is in the team that is responsible for the development, implementation and maturing of
Internal Assurance services for MBIE. These services include:
- Providing assurance over the design and operating effectiveness of MBIE’s Risk, Policy and Compliance frameworks.
- Delivering independent assurance reviews and advice to MBIE’s Chief Executive, Senior Leadership and Governance Committee’s.
- Development of a multi-year dynamic and flexible internal assurance programme that is aligned to MBIE’s strategic direction.
- Development of a single view of assurance across MBIE utilising the three lines of defence risk management model.
- Enhancing assurance capabilities across MBIE by providing advice, guidance and tools to other assurance and monitoring functions.
- Building organisation awareness understanding and maturity of what good control looks like and supporting the business to develop and implement self-assurance approaches.

Personal specifications
- Strong communication skills, both written and verbal, demonstrated through experience of engaging with senior leaders - peers and producing high quality engaging reports.
- Demonstrated commitment to effective client servicing and the ability to liaise with all levels of staff within the Ministry and with external agencies.

Other
- Must have the legal right to live and work in New Zealand.
- Experience in data analysis would be advantageous.
- Chartered Accountant or Certified Internal Auditor preferred or a relevant tertiary qualification and/or comparable relevant experience in internal auditing.
- Knowledge and understanding of the Public Finance Act (and Government operating mechanisms) and the Institute of Internal Auditor’s Professional Standards.

Indicators of success
The Assurance Advisor will be required to deliver results in the following areas:
- Supports delivery of internal assurance reviews ensuring they are risk based, create value and insights; provide appropriate levels of assurance to our stakeholders and provide balanced and pragmatic views.
- Supports development of the Ministry’s risk based, dynamic and flexible multi-year internal assurance programme in consultation with the Head of Internal Assurance, the Chief Executive, Senior Leadership Team and MBIE’s Risk and Advisory Committee.
- Supports development of MBIE’s internal assurance principals and frameworks in lines with recognised internal audit practices and industry standards.
- Supports development of single integrated view of assurance across MBIE enabled by the ‘lines of defence’ model.
- Tracks status of internal assurance recommendations to ensure risks identified through internal assurance observations have been effectively addressed and providing support and advice to management as required.
- Supports the development of internal audit artefacts that are engaging, enable the team to analyse, monitor and to report internal audit activity, performance and associated risks to senior managers, the Senior Leadership team and the Risk and Advisory Committee.
- Builds effective relationships with the Enterprise Risk and Compliance Branch and collaborate on shared deliverables as required.
- Participates / facilitates / actively supports relevant Communities of Practice and other forums.
