The Business Systems Analyst assists in maintaining and enhancing the IT systems used by the New Zealand Government Procurement (NZGP), Government Property Group (GPG), and other government agencies (e.g. GETS, GPP, CRM, Document Builder). The role holder provides support while identifying opportunities where NZGP can provide additional value for agencies. The Business Systems Analyst understands the value that efficient and effective IT systems and analysis brings to an organisation and the importance of keeping systems performing well while ensuring data integrity. The role holder supports the Senior Business Systems Analyst in providing internal and external training on IT systems, developing enhancements, and supporting our customers. Additionally, they support the Senior Product Managers and Manager Business Systems in delivering the NZGPP branch business plan. The Business Systems Analyst provides support on key process and systems improvement initiatives.
The Business Systems Analyst maintains and develops relationships across NZGP, GPG, government agencies and with vendors and adds value by providing advice which ensures that the IT systems and tools NZGPP uses are appropriate and meet both NZGPP and government agency needs.

Personal specifications
- Technical expertise in some of the following areas:Technical expertise in some of the following areas:
- Microsoft Dynamics CRM.
- Archibus
- Web support and design and understanding of the CWP and/or Moodle environment.
- Management of specialised IT systems such as GETS, Document Builder, and GPP.
- Microsoft Office suite of programmes particularly advanced excel.
- Detailed understanding of related MBIE systems, and MBIE IT practices and protocols.
- System testing.
- Demonstrated ability to analyse complex issues and to recommend solutions.
- Committed to customer service – strong client focus, understands needs of customers and can manage expectations
- Strong communication skills – both verbal and written, communicates in a manner which makes it easy for people to understand
- Experience in influencing and negotiating with stakeholders, suppliers, and team managers
- Strong interpersonal skills; demonstrated by credibility, personal or collaborative influence, managing expectations
- A passion for innovation and continuous improvement.
- Experience in executing developed test plans to ensure desired results are achieved; support testing such as user acceptance, performance, security, and usability
- Experience in developing, analysing, and maintain new or current system processes, guidelines and workflows
- Knowledge of agile or iterative development processes and or change management.
- Experience providing system training to end-users and working with end users to diagnose and resolve system incidents.
Qualifications
Relevant Tertiary qualification or comparable relevant experience.

Indicators of success
- Systems are maintained and enhanced which meet NZGP, GPG and agency needs.
- Implemented systems enable the collection, recovery, and storage of data in a manner compliant with MBIE’s data warehousing protocols and in a way that minimises the burden on agencies and suppliers.
- Opportunities are identified where NZGP and GPG can provide additional value for customers.
- System integrity is maintained and there are no breaches of privacy or unauthorised access of the data held within the systems
- Support is provided to the Manager Business Systems to give effect to NZGPP's branch business plan
- In conjunction with the Supplier Relationship Management team, opportunities are identified which maximises the value of the contract for both NZGPP, the supplier and government agencies
- The use of the systems provided by NZGPP are actively promoted which results in an uplift by NZGPP team members and external agencies
- Regular engagement occurs with the market, agencies and suppliers to understand the products available and how these could enhance the offering by NZGPP to the Branch and government agencies
- Government agencies are assisted with using NZGPP systems and NZGPP is viewed by government agencies as adding value to their procurement and property activity.
