Tēnei tūranga – About the role

Reporting to the Digital, Data and Insights (DDI) Head of Project Capability, this position leads a team of Project Managers delivering digital solutions for MBIE business units implementing positive public services outcomes, using modern project delivery techniques and technologies.

The Capability Lead line manages people ensuring that are assigned to one or more projects and supported with performance management activities. The role works closely with DDI programme managers and peers to ensure people provided to projects are well inducted, trained and have sufficient capacity. Recruitment of employees and contractors is a key part of the role ensuring the team builds the specific skills in the workforce to match the current and future needs for successful delivery.

The Capability Lead is expected to be a project management professional and although the role focused on people management and development, they may be required from time to time to pick up project delivery responsibilities. Project Manager training and development delivery and support is a key component of the role.

In conjunction with the Head of Project Capability, PMO and other Capability Leads, this role will contribute to raising the overall maturity of MBIEs Project Management practices and grow project professionals’ capabilities.

Personal specifications

  • In depth knowledge and seven + years’ experience in Project Management.
  • You are a Project Management Subject Matter Expert with the intent of managing people capability.
  • You are both a Leader and a Mentor and like to coach people help them be their best.
  • You have confidence in your Decision Making and are structured in how you manage capability growth.
  • You are well networked and respected.
  • You have shown an ongoing commitment to own professional development.
  • Ability to quickly establish and build strong working relationships and develop trust, credibility, buy-in and collaboration with managers, staff, vendors and other stakeholders.
  • Proven ability to develop trust and credibility with peers.
  • Excellent communication skills – both verbal and written particularly business writing and reporting.

Pre-requisites

  • You have a tertiary qualification in a relevant subject.
  • Must have the legal right to live and work in New Zealand.

Critical areas of success

The Capability Lead will be required to deliver results in the following areas and be responsible for:

  • You are managing the Project Manager people resources building the capacity and project management capabilities to meet current and future resource needs.
  • The team is delivering high-quality outcomes for its stakeholders, both internal and external.
  • Both you and the team are adding value to the wider Ministry by genuinely taking ownership of the system it delivers.
  • You are focussed on the improvement of the team’s capabilities.
  • Staff attrition is low, staff engagement is high.
  • In conjunction with other Capability Leads and the PMO you will contribute to raising the overall maturity of the MBIE project management practices.
  • Promote and support ‘Whāinga Amorangi’ - MBIE’s organisational plan to build capability in Māori Crown relations including:
    • use of Te reo Māori.
    • understanding of Te Tiriti o Waitangi/The Treaty of Waitangi and New Zealand history.
    • the good application of Tikanga/Kawa in the workplace as common practice.
    • managing and maintaining relationships and authentic partnership with Māori on the development of policy, programmes and services.

  • Managing expenditure and resources in line with approved delegations, guidelines, budget, deadlines, and reporting requirements, with a focus on cost effectiveness in the Ministry.

Capability leadership

  • Establishing clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitoring individual and team performance to ensure that performance targets are met.
  • Providing feedback to staff on team and individual performance.
  • Motivating team members and gives them opportunities to participate.
  • Coaching and developing staff to meet the needs of MBIE now and in the future.

Relationship managment

  • Participating as an active team member and contributing knowledge and expertise needed to achieve MBIE’s outcomes.
  • Building and maintaining effective relationships and partnerships with internal and external stakeholders, as necessary in to identify and share best practice information and to promote the Ministry, its products, and services.
  • Developing effective working relationships with other MBIE managers and staff to transfer knowledge and learning from the team to the wider organisation.
  • Representing whole-of-Ministry views and protects its reputation in any external interactions.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
