Tēnei tūranga – About the role

The purpose of the Business Analyst is to provide input into a number of tasks and projects requiring business and information analysis across the People & Culture branch and possibly wider business groups. This will be a varied role, including requirements gathering for changes to the Human Resources Information Systems (HRIS) and other HR processes, facilitate workshops, documenting change requests, identifying risks and impacts on such changes and maintain related process documentation. The Business Analyst builds strong rapport with business stakeholders. They will work as part of a busy team and be able to work to deadlines, have a strong understanding of the business requirements and testing phases of the change management process.

Personal specifications

  • Experience in providing specialist support to an HR and Payroll Business Function within a large, complex and diverse organisation with a proven track record of effectiveness.
  • Experience working with HRIS and Payroll systems is preferable.
  • Experience in proactive process improvement in HR and Payroll systems, processes and policies.
  • In depth business analyst lifecycle knowledge and methodologies.
  • Experience in interpreting and implementing relevant legislation and contractual terms.
  • Ability to communicate effectively to business and technical teams.
  • Experience in working with system providers and vendors.
  • A related qualification or significant experience essential.
  • Experience working in complex and fast paced change environments.
  • The ability to gain and maintain a national security clearance as required.

  • Must be a NZ citizen or hold a residence class visa (if the role is located in New Zealand).
  • Must have the legal right to live and work in the country in which this position resides (if the role is located outside of New Zealand).

People & Culture Business Analysis

  • Provides key business analysis of information retained in the MBIE HR suite of systems and products, as well as other business initiatives in processes and procedures.
  • Undertakes trouble-shooting and identifies potential system problems, and has a solutions focussed outlook.
  • Provides and implements workarounds and/or solutions to reported problems as necessary.
  • Ensures data integrity accuracy and confidentiality are maintained at all times.
  • Provides practical business analysis and recommendations.

Capturing business needs and writing business requirements

  • Acts as a business and systems specialist and maintains expert knowledge about P&C systems, products and processes to ensure exceptional business analysis services to our internal P&C customers.
  • Analyses customer needs and manages the development and implementation of appropriate strategies and solutions to meet those needs, through business requirements and methodologies.
  • Provides and implements appropriate procedures and/or solutions as necessary.
  • Escalates unresolved problems to Manager P&C Innovation.

Relationship management

  • Proactively provides timely, accurate, and professional advice and outcome.
  • Encourages and maintains appropriate internal and external working relationships, through strong communication channels.
  • Foster collaboration and strong communications across the P&C team, in order to achieve team & organisational strategic goals.
  • Monitors and maintains existing service agreements.
  • Develops business and technical networks inside and outside the organisation to achieve "best results" for the organisation as a whole.

Wellbeing, health & safety

  • Displays commitment through actively supporting all safety and wellbeing initiatives.
  • Ensures own and others safety at all times.
  • Complies with relevant safety and wellbeing policies, procedures, safe systems of work and event reporting.
  • Reports all incidents/accidents, including near misses in a timely fashion.
  • Is involved in health and safety through participation and consultation.
