Tēnei tūranga – About the role

The General Manager New Zealand Government Procurement is a senior management and leadership position in MBIE which will bring their business understanding and perspective to work in partnership with senior managers on all aspects of strategic organisational development, change leadership and people management issues.

The role is responsible for providing cross-government leadership and capability to achieve effective and efficient results from Government’s procurement activities. In particular, the General Manager Government Procurement will deliver the All-of-Government procurement programme, provide policy advice on Government Procurement and maintain technical capabilities to respond to emerging procurement and all-of-government contract opportunities. In addition to this, the General Manager Government Procurement will be responsible for establishing the new Procurement Assurance and Monitoring function.

The role will be focused on building and enhancing the overall capability of the Government Procurement Branch to ensure quality and consistency of advice and practices in relation to Government priorities and procurement.

  • Sound appreciation of corporate management disciplines and techniques.
  • Understanding of Government decision-making and operating procedures.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Post-graduate qualification in a relevant field, or extensive and comparable experience.
  • To be considered for this position you must have a legal right to live and work in New Zealand either hold or be suitable to attain an appropriate national security clearance.

Key Deliverables

  • Delivery of cross-government procurement and contract management synergies and realisation of cost savings
  • Successfully create and maintain specialist procurement and contract management capability.
  • Implement and sustain value-add, effective and efficient cross-government procurement and contract processes across the government sector as a whole.
  • Deliver policy and training initiatives that add value to the procurement contract capability within the State Sector agencies.
  • Develop a responsive operations/policy interface to ensure a common understanding of business needs.
  • Develop strong horizontal relationships across MBIE.
  • Ensure robust capability exists and is retained in specialist areas.
  • Develop and maintain productive and constructive relationships with MBIE Policy Groups that provide operational and legislative Policy support to the statutory frameworks operating across the Ministry.
  • Build, monitor and maintain fit for purpose innovative Ministry capability (people and structures) needed to achieve desired goals and objectives, and achieve expected efficiency benefits and ongoing improvements in cost effectiveness.
  • Establish the Government Procurement function as a centre of leadership and expertise for the Ministry, and an exemplar of best practice for both the public service and the wider New Zealand labour and business markets.
  • Deliver services to actively support and contribute to the achievement of the Ministry’s outcomes and that deliver to the needs of internal and external stakeholders.

  • Participates collaboratively as a member of the RDCS Leadership Team to support the integration process for MBIE and ensure the development of sustainable organisational capability, and achieve expected efficiency benefits and on-going improvements in cost effectiveness.

General Management

  • Develops strategies, work programmes and performance targets for Government Procurement, with supporting measurement, monitoring and reporting mechanisms.

  • Monitors and adjusts work programmes through the agreed processes to enable Government Procurement to adapt to changing circumstances.
  • Regularly monitors and reports on progress towards achievement of plans and strategies.
  • Manages expenditure and resources in line with approved guidelines, budget, deadlines and reporting requirements, with a focus on driving cost effectiveness in the Ministry.
  • Builds continuous review and improvement throughout all elements of Government Procurement operations.
  • Effectively and consistently identifies and manages risk.

Relationship Management

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes.
  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the branch to the wider organisation.
  • Represents whole-of-Ministry views and protects its reputation in external interactions.
  • Achieve Ministerial confidence with Ministers and stakeholders actively seeking MBIE advice and support in times of difficulty.
  • Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision making.
  • Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote MBIE, its products and services.
