Tēnei tūranga – About the role 

The Government Property Office is accountable for the strategic leadership of the government’s office accommodation portfolio and provisioning for the centralisation of components of the government’s property function.  The Government Property Office is also responsible for delivering on MBIE's own property strategy as well as providing high-quality property management services to MBIE.

The government’s office accommodation portfolio is significant, encompassing circa 1,000,000 sqm of office space and a rental spend of circa $330 million per year across 73 agencies, including Crown Agents. MBIE is an agency with a significant property portfolio (about 10% of the government’s footprint), encompassing both office and non-office sites, across New Zealand and offshore. 

The Senior Systems Administrator reports to the Lead Advisor Property Information and Performance in the Government Property Office. The Senior Systems Administrator is instrumental in maintaining the day-to-day operations of the Government Property Portal. This position is the interface for Agency users access to the systems that are managed by the team and is responsible to continually review user access controls and security configurations. This position works across the Government property system to ensure users of the Government Property Portal are trained and supported to use the system, best practice is followed, and technical system issues and outages are managed effectively. 

The Senior Systems Administrator will work in partnership with the MBIE ICT development team, Datacom and other vendors if required, to ensure the efficient operation of the Portal and the systems it integrates with. The Senior Systems Administrator will oversee, lead and implement ongoing training and induction of new and existing users of the Portal. This position works closely with the Senior Product Manager Property.

Personal specifications

  • Expertise in systems administration experience, including configuration. 
  • Proven experience in undertaking systems administration in a medium to large organisation. 
  • Attention to detail with high level of accuracy and well-developed numeracy skills. 
  • Excellent analysis, planning and coordination skills. 
  • SQL skills and CRM skills and experience are highly desirable. 
  • Critical thinking and judgement; ability to manage competing demands. 
  • Excellent relationship management skills and ability to influence others. 
  • Working with people across all levels of an organisation. 
  • Excellent written and oral communications skills. 
  • Attention to detail. 
  • Drive for continuous improvement of existing business processes. 
  • A relevant tertiary qualification is desirable or extensive and comparable relevant experience is sought.
  • Must have the legal right to live and work in New Zealand

Delivery

  • The Senior Systems Administrator will be required to deliver results in the following areas:
    • Provide advice and analysis to the Lead Advisor Property Information and Performance to highlight potential risks regarding all areas of the system performance and functionality.
    • Assisting with business continuity and disaster recovery plans.
    • Lead and facilitate continuous process improvement.
  • Lead and maintain the integrity and quality of data in the Government Property Portal and its supporting applications through:
    • Development of templates and tools to support consistency of practice amongst the business. 
    • Design and build effective dashboards which enable effective contract and reporting management for the Centre. 
    • Quality assurance of configuration builds and data entered into the Portal. 
    • Coordinate and lead system support and training to new and existing users on core functions of the Portal as required. 
    • Over-sight of the content of training and technical assistance given to internal users of the Portal and ensure users are supported with up-to-date manuals and advice notes.
  • Collaborate and facilitate discussions with the business teams to understand their Portal change requests and advise on impacts to the Portal and supporting applications following impact assessment by the Applications Development Team. 
  • Communicate to all Portal users internally and externally on any enhancements and changes to the system. 
  • Identify and manage risks, issues and changes in appropriate registers. 
  • Escalate service disruptions that affect multiple users through the appropriate channels in a timely manner.

Subject matter expert and coordination

  • Analyse and advise any risks or business improvements on critical business process during the testing and implementation phase of new system updates. 
  • Design, build and maintain effective dash boards/reports for the Strategy and Standards team to make effective decisions in relation to the property system. 
  • Provide subject matter expertise on system processes used and be the key point of contact with our internal support teams with regard to the Portal, supporting applications and reporting issues.
  • Be the key point of contact for external agencies using the Portal regarding the agreed functions listed in their respective Service Agreements. 
  • Be the key point of contact in liaising with the Applications Development Team on issues in relation to the resolution of operational issues e.g. planned and unplanned outages, system performance issues, JIRA bug notifications and change requests from the business.
