Tēnei tūranga – About the role

The Principal Advisor Protective Security is a specialist position in MBIE. The Principal Advisor Protective Security brings their internal investigation, threat and vulnerabilities assessment, risk management and capability building experience, business understanding and perspective, to work in partnership with the Head of Protective Security and other managers and staff across the Ministry.

The Principal Advisor Protective Security will take a leading role in promoting and driving improvements in MBIEs performance of its protective security requirements framework, and in supporting a culture within MBIE where we work collaboratively to make a meaningful difference and our way of working is guided by our values – Māia, Pae Kahurangi, Pono me te Tika, Mahi Tahi – and the twelve aligning behaviours.

The Principal Advisor Protective Security will provide high quality strategic advice, analysis and support to the Senior Leadership Team, and the Ministry generally, to deliver an up lift in security management capability across MBIE.

Personal specifications

Skills and Experience:

  • 5+ years of demonstrable experience and leadership as a security consultant or providing security services to internal or external clients.
  • Proven skills in risk management leadership including the assessment, recommendation and successful delivery of appropriate controls and treatments.
  • A track record of developing and delivering pragmatic and proportionate professional guidance and advice.
  • Awareness of how the national security system and the machinery of Government operates.
  • A practical working knowledge of Physical Security (PHYSEC) and/or Personnel Security (PERSEC) security domains.
  • Experience in developing and delivering strong fit-for-purpose security solutions, products and services in a large or complex Government agency.
  • Experience in defining, leading and delivering programmes and projects.
  • Excellent verbal and written communication skills.
  • Experience of or ability to deliver security training and education to lift capability maturity across an organisation.
  • Solid interpersonal skills including the ability to form trusted relationships and communicate to different stakeholder levels.

Qualifications

  • A relevant tertiary qualification or equivalent knowledge, skills, and experience, and a commitment to ongoing professional development.

  • Must have the legal right to live and work in New Zealand.
  • Security clearance required
    • Employment requires the candidate to be a New Zealand citizen or resident who has resided continuously in this country for 10 years, OR a citizen of Australia, Canada, the United Kingdom, or the United States of America, and have resided continuously in one or more of those countries for the past 10 years prior to application, with a background history which is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a high level.

Key deliverables

  • Deliver high quality, influential advice that addresses complex security problems and is innovative, robust and solution focused.
  • Educate people leaders, empowering them to recognise security ‘good practice’, detect ‘poor practice’ and have powerful conversations with their people, particularly in the areas of security behaviours relevant to the workplace, encouraging reporting of security breaches or vulnerabilities, and acting in the ‘spirit of service’ as public servants committed to protecting the Ministry’s people, assets and information.
  • Lead and communicate in a clear, persuasive, and impactful way; to convince others to embrace change and take action.
  • Lead risk management practices relevant to protective security requirements, including working with business groups to evaluate how effective the existing controls are in mitigating the security threats, vulnerabilities, and inherent risk; assist business groups to assess target risk (taking into account the Ministry’s overall appetite for the residual risk, the risk owner’s appetite for the residual risk, the degree of control MBIE has over the residual risk, and the costs, benefits and opportunities presented by the residual risk); recommend if more should be done to mitigate the residual risk; and agree what new controls and mitigations, if any, should be introduced to achieve the risk owners desired target risk state.
  • Maintain a strong knowledge base and expertise within the area of security, including threat and vulnerability assessments of the Ministry’s work locations, internal investigations into physical security, personnel security and information security issues and incidents, etc.
  • Maintain an up-to-date knowledge of applicable security frameworks, maturity models and legislation.
  • Manage people and resources in the development and implementation of the assigned security work programme work streams.
  • Lead the enhancement of MBIE security practices, by defining, reviewing and updating policies, procedures and tools; and delivering security related products, services, campaigns and programmes that actively support and contribute to the achievement of MBIEs outcomes whilst meeting the needs of internal and external stakeholders.
  • Promote strong security behaviours within MBIE.
  • Work collaboratively and proactively with the security cohort across Government, including the New Zealand Intelligence Community, keeping up with best and emerging security management practices and contributing to the sectors’ ongoing maturity.
  • Work collaboratively and proactively with property, facilities and information technology project teams to ensure security is considered at every stage of the project lifecycle, embedded into design, development and delivery, and appropriately certified and accredited prior to implementation.
  • Provide training and support to the Senior Advisor Protective Security, the Advisor Protective Security and the Protective Security Coordinator roles.
  • Provide quality assurance and peer review for investigations, assessments, site security plans, reports, presentations, training, educational material and reviews, etc.
  • Lead internal investigations into complex and/or sensitive alleged security breaches and near misses.
  • Participate in the monitoring and reporting to the Governance groups in MBIE including the Senior Leadership Team.
  • Actively identify security issues and risks and take a proactive role in resolving them.

Personnel Security (PERSEC) workstream

  • Understands security threats and integrates security risk management into personnel risk management, policy and practice, i.e., can apply security by design.
  • Leads the personnel security work programme to contribute to the overall agency security objectives and maturity goals against agreed timeframes
  • Develops Security Clearance Lifecycle Management systems and processes, agency vetting procedures and nation security clearance holders’ security responsibilities
  • Ensures the programme is integrated into the business and supported to ensure objectives are achieved
  • Develops and manages programmes and approaches to enhance security culture including learning and development programmes and security awareness campaigns
  • Develops and manages fit for purpose insider threat approach
  • Ensures agency employees, contractors and customers are protective from security risks
  • Manages agency national security clearance holders’ lifecycle management
  • Ensures agency personnel management policies and practices integrate security into their design and develops and maintains stand along PERSEC policies
  • Applies PERSEC in accordance with agency Wellbeing, Health & Safety, Privacy, Integrity and Employment Relations approaches.

Physical Security (PHYSEC) workstream

  • Understands security threats and integrates security risk management into physical security risk management, policy and practice, i.e., can apply security by design.
  • Leads the physical security work programme to contribute to the overall agency security objectives and maturity goals against agreed timeframes
  • Ensures the programme is integrated into the business and supported to ensure objectives are achieved
  • Ensures agency physical management policies and practices integrate security into their design and develops and maintains integrated PHYSEC, INFOSEC and PERSEC Policies
  • Applies PHYSEC in accordance with agency Wellbeing, Health & Safety, and critical risk approaches.
  • Applies PHYSEC in accordance with relevant legislation and regulation, e.g., NZ Building Code, Health and Safety at Work Act, etc.

  • Participates as an active team member and contributes knowledge and expertise needed to achieve MBIE’s outcomes
  • Develops effective working relationships with other MBIE managers and staff in order to transfer knowledge and learning from the team to the wider organisation
  • Builds and maintains effective relationships and partnerships with internal and external stakeholders, as necessary, in order to identify and share best practice information and to promote the Ministry, its products and services
