Public feedback wanted on Government Procurement Rules

New Zealand Government Procurement (NZGP) is seeking feedback on a proposed new edition of the Government Procurement Rules.

The Government Procurement Rules are the government’s minimum expectations when spending public money on goods and services.
They set high standards for procurement practice to drive better value from government contracts. Government agencies and organisations spend around $51.5 billion annually and the Rules are essential to their work.
“We are improving the key building blocks of the procurement system to make it easier to do business with government. We want government agencies to get the best value outcomes for New Zealanders, while helping to grow the economy,” says Liz Palmer, Acting General Manager NZGP.
The new Rules:
- Have been streamlined and simplified, making them more accessible, easier to understand and apply. They focus on ensuring processes are right sized to the value, risk and complexity of the procurement.
- Focus on delivery in the post contract award stage, through new Rules on supplier and contract management.
- Enhance transparency by emphasising accountability and visibility of contracts, for the responsible use of public money.
- Direct a shift towards greater efficiency and public value; and strengthen the focus on how procurement can support the New Zealand economy.
“Every New Zealander, in every community across the motu benefits from government procurement and with this comes the responsibility to make sure it is done well and is achieving the best public value for every dollar spent. We are keen to hear what people think of this proposed new edition of the Rules.” says Liz Palmer.
The Rules were last updated in October 2019.
The consultation is now open, submissions close Tuesday 8 April at 5pm.
