The Analyst is responsible for contributing to the operations of the Deputy CFO team. These responsibilities include:
- Supporting the Manager Enterprise Performance and the Principal Advisors to improve the Ministry’s outcomes, appropriations. and performance reporting measures.
- Applying the corporate allocation framework.
- Maintaining the integrity of planning and reporting products and processes.
- Provide planning and performance support to teams within Finance and Performance.
- Supporting the production of key accountability documents.

Personal specifications
- Experience in management reporting in public sector organisations preferred.
- Strong modelling skills.
- Experience in Financial systems and related reporting preferred.
- Demonstrate commitment to effective client servicing and the ability to liaise with staff at all levels within the Ministry.
- Willing to learn and develop their business analysis, planning, performance and reporting skills and the ability to provide high quality and innovative advice.
- Willing to learn the ‘machinery of government’ and Public Sector non-financial reporting requirements.
- Demonstrated communication and interpersonal skills, with the ability to clearly communicate technical information in plain language.
- A demonstrable commitment to improving planning and reporting across MBIE.
- Proven ability to think independently.
- A positive ‘can do’ attitude.
- A relevant tertiary qualification preferred.
- An innovative thinker.
Pre requisites
- Chartered Accountant (or equivalent) or in the process of becoming one.
- Must consent to and satisfactorily complete a credit check.
- Must have the right to live and work in New Zealand.
Takohanga tuhinga o mua – Key accountabilities and deliverables
Delivery and results
- Drive insightful financial management performance and forecasting analysis to drive improved business performance.
- Monitoring performance against approved input budgets and appropriations and challenge finance teams as appropriate around expenditure and forecast accuracy.
- Provide analysis and financial modelling to inform decisions where required.
- Assist in the preparation of monthly centralised reporting to support the Senior Leadership Team and Finance Leadership team, including core financial (Statement of Financial Performance and Statement of Financial Position) and non-financial information, variance analysis, commentary, key performance ratios and relevant metrics and insights and a result of a forward view of both the business and this information.
- Provide assistance in the reporting for OIA and PQ requests where required.
- Administer the MBIE monthly appropriation cost allocation process.
- Assist colleagues in the Enterprise Performance team in providing strategic financial advice to the CFO and Senior Leadership Team.
- Assist in the development of financial strategies and operating models that support the Ministry’s business plan.
- Actively identify financial management capability gaps within business groups and implement an action plan to address this.
Relationship management
- Maintain effective working relationships with both the Finance Business Partners and wider Finance customers.
- Develop and maintain trusted advisor status with Finance Business Partners and Finance leadership team in order to be able to appropriately influence managers in decision making processes around investment and expenditure.
- Communicate to Finance Business Partners and senior management in relation to financial management policies and processes that impact them and require their attention and input.
Customer focus
- Provides excellent customer service to internal and external stakeholders in all situations, including existing service level agreements, to a required standard.
- Provision of operational support and guidance on all Finance and Performance systems, including ad-hoc internal stakeholder support and instruction to ensure operation in alignment with MBIE policies and procedures.
