Tēnei tūranga – About the role

The Manager, Radio Spectrum Licensing and Technical leads the Licensing team within Radio Spectrum Management and is responsible for the management of Radio Spectrum Licensing across New Zealand.  This includes ensuring that the Radio Engineers and Technical Officers carry out their functions to a high standard and in accordance with nationally consistent practice, operational policy and business process frameworks.  This includes responsibility for all planning, monitoring and other management functions.

The Manager, Radio Spectrum Licensing and Technical has a responsibility to build and maintain key relationships with influential and relevant groups at both the local and regional levels, in order to positively influence the Radio Spectrum Licensing environment across New Zealand.

Personal specifications

  • Extensive knowledge of broadcasting, telecommunications and radio communication industries and of the electrical appliance and electronic equipment supply industries, along with knowledge of the public sector policy process.
  • Proven ability to understand and apply legislation fairly and consistently, with an excellent knowledge of the international and New Zealand radio spectrum regulatory framework.
  • Knowledge of key influencers within the broadcasting, telecommunications, radio communication industries and electrical appliance and electronic equipment supply industries.
  • Demonstrates ability to balance statutory and technical issues and present them with simplicity and clarity that can be understood by a range of audiences.
  • Demonstrated ability to develop and implement change, including in a technically complex environment.
  • Demonstrated ability to develop operational business systems, processes and work practices as well as business plans, and governance and risk management practices and documentation.
  • An ability to quickly establish and build strong working relationships.
  • Strong written and verbal communication skills with demonstrated ability in negotiation.
  • Sound judgement especially around consideration of risk management.
  • Demonstrated experience in developing and maintaining an environment focused on continuous improvement to enhance organisational performance.
  • Must have the legal right to live and work in New Zealand.

Qualifications

  • Tertiary qualification, preferably in electronics, engineering or related technical discipline or extensive and comparable (5+ years) relevant experience and expertise.

Critical Areas of Success

  • Working collaboratively as part of the Radio Spectrum Management leadership team to implement change, ensure performance, and create a high performing team culture.
  • Partnering with the National Manager and team to develop, articulate and give effect to the team’s strategy and other key priority work programmes.
  • People-centred leadership of the Licensing team.
  • Responsibility for all planning, forecasting, monitoring, quality assurance and other management functions for the Licensing team. Including financial oversight and year on year budgeting
  • Ensuring the Licensing team carries out functions to a high standard and in accordance with nationally consistent practice, operational policy and business process frameworks.
  • Having a deep understanding of the legislative systems and takes a leadership position to drive desired outcomes, especially in relation to the regulatory functions of the team.
  • Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services.
  • Applying strong intellectual capability and judgement to analyse large, complex issues and readily grasps and synthesises ideas, analysis and advice produced by others.
  • Is viewed as a trusted advisor and a recognised expert in radio spectrum licensing.
  • Leading complex and ambiguous issues with significant sensitivity and risk, by providing authoritative and frank advice that recognises the choices and constraints, anticipates needs, predicts and plans for potentially controversial or sensitive issues.
  • Supporting broader registry work with other licensing regimes.
  • Contributing to effective whole-of-system intelligence networks linking international and domestic partners.
  • Working with Information and Education teams to inform strategies to educate licensees.
  • Ensuring robust technical input and quality assurance processes are in place for Radio Engineers.
  • Builds strategic alliances with key government and non-government representatives to ensure MBIE’s views are influential in their decision-making.
  • Maintains and manages the Approved Certifier/Engineer and Examiner frameworks. Including that they are correctly trained, approved, supervised and audited to ensure that all radio licences and operator certificates are of a high standard.
  • Develops a sustainable framework for Approved Certifiers/Engineers and Examiners to ensure there are sufficient members to support the external licensing and examiner framework.

People Leadership

  • Establishes clear accountabilities, expectations and performance standards with direct reports and ensures regular performance management and development occurs.
  • Monitors individual, team and branch performance to ensure that performance targets are met.
  • Anticipates future capability needs in human resources, identifies gaps in capability and addresses these gaps through targeted recruitment and development or other actions.
  • Coaches, mentors and develops people to meet the needs of MBIE now and in the future.
  • Identifies and develops talent for key roles in Radio Spectrum Management.

Relationship Management

  • Develops effective working relationships with other MBIE managers and people in order to transfer knowledge and learning from the Radio Spectrum unit to the wider organisation.
  • Represents whole-of-Ministry views and protects its reputation in external interactions.
  • Builds strategic alliances with key government and non-government representatives, including national and international stakeholders, to ensure MBIE’s views are influential in their decision-making.
  • Builds and maintains effective relationships and partnerships with national and international organisations to identify and share best practice information and to promote the Ministry, its products and services.
  • Tests the effectiveness of stakeholder relationships using a range of appropriate measures and processes (including stakeholder feedback).
