Refugee Quota Programme

Brief overview

Interviews held by the Refugee Quota Programme (RQP) are part of the refugee resettlement process. New Zealand accepts 1,500 refugees a year, who have been mandated by the United Nations High Commissioner for Refugees (UNHCR) and referred by them for resettlement. Refugees referred by UNHCR are interviewed by Refugee Quota Programme officers in the country of asylum, before decisions are made on the cases. The Refugee Quota Programme contributes to New Zealand’s international humanitarian objectives and reflects New Zealand’s commitment to the principle of “international responsibility sharing”.

Types of interviews, location & length

Quota refugees stay in the Mangere Refugee Resettlement Centre (MRRC) for 6 weeks attending courses to help them settle into New Zealand.

Non Government Organisation (NGOs) offices are also located at the Centre to offer assistance to the new refugees.

Interpreters assist with a variety of communication tasks such as morning meetings, briefings on the programme and meetings with the Resettlement Case Officers. The Interpreter Co-ordinator also books some interviews for Refugees as Survivors (RAS) and Work and Income (W&I). RQP also employ interpreters to assist with family re-unification interviews and family support and other visa applications.
